This strategy centers on creating technical or professional standards through collaborative, multi-stakeholder forums rather than top-down mandates. What distinguishes it from similar models is its emphasis on neutral convening, transparency (e.g., open source, member-driven processes), and the intentional alignment of global frameworks with local needs. Unlike unilateral standard-setting, this approach builds legitimacy and scalability by embedding diverse inputs into the design, ensuring that standards are both technically robust and widely adopted across industries.
