Community as First Responder

Offers regular CPR training classes to the public and healthcare providers, including community members and volunteers, to promote emergency preparedness and response capabilities.

Provides emergency life-saving ambulance services to the city of Peekskill, NY and surrounding communities, delivering professional emergency medical care to residents.

Provides medical standby services during large public events in the Peekskill area to ensure rapid emergency medical response when needed.

Provides rehabilitation services to fire departments operating in northern Westchester and southern Putnam Counties during emergency operations.

Provides blended learning programs for Advanced Cardiovascular Life Support (ACLS) and Pediatric Advanced Life Support (PALS), combining eSimulation-based eLearning with in-person skills sessions led by AHA instructors. Also offers New York State Certified CIC instruction, skills evaluations, and recertification support for EMS providers, including tracking progress and submitting final documentation to the NYS Department of Health Bureau of Emergency Medical Services.

Offers the Bleeding Control Basic Course to train laypersons and non-medical individuals in initial trauma care and hemorrhage control techniques.

Assists EMS departments with documentation required for recertification reimbursement and submits final recertification paperwork to the New York State Department of Health Bureau of Emergency Medical Services.

Provides EMT and paramedic education across Chemung, Schuyler, and Steuben Counties, New York, including lecture-based and practical instruction, clinical patient contacts, and preparation for the NYS EMT-Basic Certification exam. The program reports high retention and employment placement rates, with an average 80.8% student retention and 92.7% positive employment placement for paramedic graduates between 2018 and 2024.

Provides hands-on training and annual continuing education for basic EMTs in the use of syringe epinephrine, as approved by the Southern Tier Regional Medical Advisory Committee.

Offers American Heart Association (AHA)-aligned Heartsaver First Aid, CPR, and Bloodborne Pathogens courses for individuals and workplace personnel, including in-person skills sessions with AHA instructors. Requires pre-registration and may reschedule classes with fewer than five enrolled students.

Provides training for EMS and public safety providers on recognizing opioid overdose symptoms, assembling mucosal atomizer devices, and administering intranasal naloxone in compliance with New York State protocols. Offers online training and print materials to support these efforts.

Collects and manages quality assurance data for Public Access Defibrillation (PAD) programs in Chemung, Schuyler, and Steuben Counties, processes post-use reports for automated external defibrillators, and provides contact information for PAD refresher training support in Chemung County.

Provides access to a test version of the ImageTrend Elite ePCR platform for BLSFR and ambulance agencies to evaluate and enter sample data, supporting electronic patient care reporting adoption.

Provides full charity care to low-income or uninsured patients earning less than 200% of the Federal Poverty Income Guideline, offers catastrophic protection by limiting payment liability to 10%–30% of annual household income, and provides extended interest-free payment plans.

Offers community training and outreach in CPR, AED use, Stop the Bleed, ACLS, PALS, and CEVO through its Community Education Department, including complimentary blood pressure screenings and public service announcements on bleeding control as part of the STOP The Bleed initiative.

Provides pre-hospital emergency Advanced Life Support (ALS) services in Webster, Penfield, Ontario, and surrounding areas of Monroe and Wayne counties using first response vehicles ("fly cars") that respond to emergency calls and meet BLS ambulances at scenes. Operates as a state-certified Paramedic intercept agency with ALS response vehicles (Medic 10–16) and, since 2016, six ambulances (1719–1769) through Webster Emergency Medical Service.

Operates a permanent facility at 1030 Jackson Rd., Webster, NY, housing all emergency vehicles, providing workspace, rest and dining areas for crews, a dedicated training space, and a Community Room available for local groups Monday–Friday 9–4; moved into this facility on December 10, 2021 after 20 years of planning and fundraising.

Provides EMTs and paramedics to staff ambulances for partner agencies including Williamson Volunteer Ambulance Service and Richmond Fire District, ensuring 24/7 coverage without any uncovered shifts for over 10 years across Monroe, Wayne, and Livingston counties.
