This strategy centers on creating or operating within a consortium structure—whether for research, education, recruitment, or advocacy—to achieve outcomes that would be unattainable by isolated actors. It distinguishes itself from simple partnerships through its emphasis on sustained, systemic coordination, shared governance, and mutual reinforcement of goals, enabling everything from cost containment and expanded access to innovation and public engagement at scale.
