Developmental Access Model

Requires all coaches to participate in USA Hockey's Coaching Education Program, starting at Level 1 and progressing annually toward Level 4, and mandates completion of age-specific training components corresponding to the level of play they coach.

Operates a two-sheet ice facility at Dwyer Arena, Niagara University, which supports both its youth hockey programs and the NCAA Division I Niagara Purple Eagles hockey team.

Offers a Learn To Skate program with a 4-week risk-free trial and full refund option during the first four weeks of the fall season, along with an instructional hockey program providing 12 ice sessions for first-year skaters. Organizes and operates a free summer concert series featuring weekly outdoor musical performances and other arts programming such as plays, film screenings, and commemorations on a pavilion stage with lawn seating and lake views.

Provides free guided walking tours from May through October that cover the history of the former Westport Inn & Hotel and current park programs.

Manages year-round operations and maintenance of Ballard Park in Westport, NY, including grounds, buildings, open spaces, beach, and event infrastructure to support public access and community gatherings.

Runs a free seasonal ice rink (January–March, weather permitting) at the Lyn Rothwell Ice Rink, including a warming hut, sledding, ice sculptures, snowmen building competition, and public skating.

Offers park facilities—including the pavilion, gardens, lakefront, and skating hut—for public rental or use for weddings, graduations, parties, remembrances, and other private or community gatherings.

Maintains a public sandy beach on Lake Champlain with supervised swimming available daily from early July through Labor Day weekend when lifeguards are on duty.

Provides organized and instructional youth hockey programs with accessibility regardless of a family's ability to pay.

Offers affordable ice time and volunteer-supported programming to help skaters pursue their skating goals.

Operates an 8U hockey program focused on player development and fun, featuring a season from October through February with possible tournaments in March, including player evaluations and registration conducted annually.

Ensures all coaches are certified through USA Hockey, requiring Level 1 certification for first-year coaches, Level 2 in the second year (except for Mite coaches), and Level 3 by the third year with recertification every two years; supports coaches with reimbursements for background checks and Age Specific Modules.

Provides house team programming with weekly practices and 1–2 weekend sessions from November through February, offering a less competitive alternative to travel hockey.

Offers an introductory hockey program consisting of 10 one-hour lessons teaching skating, stick-handling, passing, and shooting, delivered in partnership with Rangers staff and including free, custom-fitted CCM equipment for first-time participants.
