This strategy emphasizes system-level simplification by replacing complex, siloed resource navigation with a streamlined, often technology-enabled referral infrastructure—like 2-1-1 helplines or personalized navigation services. What distinguishes it from related approaches is its focus on structural accessibility rather than individual capacity building or funding models, ensuring that even vulnerable or isolated individuals can efficiently find and use essential services. While other strategies rely on grassroots organizing or collective giving, this model prioritizes system integration and user-centered design to scale impact across diverse populations.
