This strategy centers on building collective power through institutional coordination, coalition-building, and shared infrastructure across fragmented subgroups. It is distinct from direct service or awareness-raising approaches, as it focuses on enhancing the systemic capacity of the community to act cohesively—whether through security networks, diplomatic engagement, or policy advocacy—by leveraging trust, relational ties, and structural integration. The underlying theory of change assumes that fragmentation weakens effectiveness, and that coordinated pluralism (not consensus) enables durable influence and protection.
