Centralized Governance Model

Organizes and governs athletic activities for children aged 12–18 through member organizations across New York, providing structure and oversight for interscholastic sports competitions.

Operates as the official governing body for high school athletics in Section III, organizing and administering interscholastic athletic programs for member schools in the region.

Collects, maintains, and publishes team and individual performance data, including seasonal results, regional championship histories, official coaches' polls, and baseball and football rankings for NJCAA Division III teams in Region 3.

Plans, hosts, and manages regional collegiate athletic competitions across multiple sports including baseball, basketball, bowling, cross country, football, golf, lacrosse, soccer, swimming & diving, track and field, and wrestling for NJCAA Region 3 member institutions. Activities include championship events, district tournaments, and regular-season game coordination.

Maintains and provides web links to athletic department websites of member colleges within NJCAA Region 3.

Administers an Academic All-Region program that recognizes student-athletes for academic excellence during the 2023-2024 and 2024-2025 academic years.

Operates an athletic conference for 12 member colleges, organizing and administering athletic competitions across multiple sports seasons.

Coordinates and manages athletic programs and competitions for secondary schools among member institutions in Section VII of the NYSPHSAA.

Offers opportunities for community members to get involved in coaching and officiating for track and field, cross country, long distance running, and race walking programs, supporting program delivery and volunteer engagement.

Provides training and organized competition in track and field, cross country, long distance running, and race walking for athletes of all ages and abilities in Nassau and Suffolk Counties.

Administers an annual scholarship program that awards up to $2,000 per recipient to high school rugby players pursuing full-time college study, with two scholarships awarded in at least one recent cycle.

Conducts oversight of team compliance and enforces disciplinary actions, including suspensions and sanctions, for violations such as fielding unregistered players or roster eligibility breaches, as demonstrated by actions against Highlander Rugby and Rye High School.

Teaches core values such as fair play, sportsmanship, camaraderie, and teamwork to boys and girls in grades K–12 through rugby. Produces educational materials for new players and parents on how rugby is played and develops resources for referees and coaches on current rugby laws.

Organizes and sponsors annual rugby competitions and events across New York, including high school leagues, state championships, youth tackle and touch/flag rugby, age-grade select sides, and player development opportunities. Manages schedules, results, and league standings through the Rugby Xplorer (RX) system.

Serves as the state governing body for youth and high school rugby in New York, recognized by the United States Olympic and Paralympic Committee and USA Rugby. Establishes and enforces a code of conduct for players, coaches, teams, and spectators, and implements a formal disciplinary process aligned with World Rugby standards.

Provides capacity-building support to community members seeking to establish new rugby teams and programs across New York State.

Provides digital infrastructure for team and player management by maintaining the Rugby Xplorer (RX) registration system and RX Match Day app, including user guidance, registration fee structures, and tools for managing squads and match reporting.

Hosts youth rugby camps, such as the annual camp at Syracuse University for children ages 5–12, and organizes grassroots rugby programming in Syracuse and Central NY to create developmental pathways for young players.
