THE SOLE PURPOSE OF THE FOUNDATION IS TO BENEFIT AND SUPPORT THE ASSOCIATION. THE FOUNDATION SHALL BE OPERATED EXCLUSIVELY FOR EDUCATIONAL AND CHARITABLE PURPOSES WITHIN THE MEANING OF SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE OF 1986, AS AMENDED (THE "CODE"), AND SHALL ENGAGE IN NO ACTIVITY INCONSISTENT WITH ITS INTENT TO QUALIFY AS A SUPPORTING ORGANIZATION DESCRIBED IN SECTION 509(A)(3) OF THE CODE. THE FOUNDATION IS AN EDUCATIONAL ORGANIZATION THAT SUPPORTS EDUCATION, RESEARCH, SERVICE, AND POLICY DEVELOPMENT AIMED AT PROMOTING, PROTECTING, AND SUPPORTING STATE AND TERRITORIAL DENTAL DIRECTORS; NATIONAL, STATE, AND LOCAL ORAL HEALTH PROGRAMS AND STAFF; AND ASSOCIATED PREVENTIVE ORAL HEALTH SERVICES, EDUCATION, SURVEILLANCE, AND COLLABORATIVE INITIATIVES. THE FOUNDATION SHALL NOT PARTICIPATE IN POLITICAL CAMPAIGNS ON BEHALF OF OR IN OPPOSITION TO ANY CANDIDATE FOR PUBLIC OFFICE, AND SHALL NOT CARRY ON SUBSTANTIAL LOBBYING ACTIVITIES.
