HIGHWAY ROAD & STREET CONSTRUCTION LABORERS LOCAL UNION 1010

Helps members access available benefits and those for their dependents, assists with coverage-related issues, connects members with healthcare providers, and facilitates peer engagement to support recovery and well-being through the LEAN LiUNA! program.

Provides medical, vision, dental, prescription drug, and hearing aid benefits to members through third-party administrators including Anthem BlueCross BlueShield, Vision Screening, DDS, Caremark, and TruHearing.

Provides free citizenship application assistance and immigration-related counseling to eligible Local 1010 members and their families.

Supplies letters of recommendation and study materials to support members seeking the FDNY Certificate of Fitness.

Engages in advocacy efforts to represent labor-management interests on industry-related policy issues at legislative and regulatory levels.

Conducts sitework for parks and schools including compacted aggregate construction, site improvements, landscaping, temporary fencing, sign installation, and incidental landscaping services such as topsoil and fertilizer handling, planting and vegetation maintenance, and cobble stone placement around tree pits.

Installs playground equipment and structures, performs seal coating and line striping for play fields, and constructs safety and specialty surfaces for recreational areas, schoolyards, and rest areas. Also installs base materials, drainage mats, turf, and infill for athletic fields, including ongoing raking, sweeping, and repair work.

Conducts promotional activities to enhance the public image of Local 1010 members by emphasizing quality, training, and safety in construction work.

Encourages retired members in good standing to participate in union meetings and events including an annual Christmas party, annual health fair, picnic, and a spring luncheon specifically for retirees and their spouses, with families welcomed at all events.

Offers hands-on and classroom-based vocational training programs for union members, including a 16-hour asbestos work practices course, OSHA 30-hour construction safety training, 32-hour scaffold installer/remover training, 16-hour rigging worker certification, 24-hour concrete placement and finishing, 24-hour line and grade surveying, and 24-hour formwork setting—all approved or certified where applicable by NYC Department of Buildings.

Identifies future project and job opportunities for Laborers' Local 1010 and its signatory contractors, and conducts market analysis to anticipate industry changes and inform workforce training programs.

Performs road and street construction and maintenance work on highways, bridges, streets, alleys, airports, runways, taxiways, sewer treatment plants, bus depots, parking lots, parks, plazas, malls, housing projects, playgrounds, schools, and athletic fields across all five boroughs of New York City. The union's workforce of over 2,500 members carries out work from subgrade to finished surface.

Offers free online and in-person access to the New York 811 Excavator Training and Education Program at the Training Fund office, supporting safe excavation practices among workers.

Executes removal, formsetting, pouring, and finishing of sidewalks and curbs using concrete, steel, granite, marble, precast, and rubberized materials, including caulking, seal coating, and saw cutting. Also installs various types of paving blocks such as rubber tiles, slate brick, cement brick, hex block, and precast pavement on different base materials.

Conducts asphalt milling and paving, production paving, patch paving, utility paving, restoration work, binder placement, concrete paving, repaving, and line striping using thermoplastic, epoxy, acrylics, sealers, and coatings. This includes regulating, grading, and finishing surfaces for roads, bike lanes, bus lanes, pedestrian plazas, and wayfinding signage.

Ensures maintenance and protection of traffic safety on all projects within the union’s jurisdiction by installing temporary fences, barriers, and performing preparatory work for permanent fencing including coring, hole placement, concreting, and grouting.
